Kamenoi Hotel Toba is designated as a Toba-shi wind and flood evacuation shelter on the Toba District Tsunami Hazard Map, and is located on top of a mountain at an elevation of 44m, the second highest of the 20 evacuation shelters above sea level.

In the unlikely event of an emergency, the hotel also has employee dormitories and is prepared to have hotel staff rush to the scene immediately.
